Title III F Program Activities

Eligibility

To be eligible to receive a grant under the Strengthening HBCU program, an institution must be designated by the Secretary of the U.S. Department of Education as a Historically Black College or University. The Higher Education Act of 1965, as amended, defines an HBCU as an institution established prior to 1964 whose principal mission was, and is, the education of Black Americans, and must --

  1. Satisfy Section 322 of the Higher Education Act of 1965, as amended (HEA);
  2. Be legally authorized by the State in which it is located --
  3. To be a junior or community college; or
  4. To provide an educational program for which it awards a bachelor's degree; and,

Be accredited or pre-accredited by a nationally recognized accrediting agency or association.

Program Activities

Institutional Grant Activities are developed to support the mission and strategic plan and are based on the following Legislative Allowable Activities:

  • Purchase, rental, or lease of scientific or laboratory equipment for educational purposes, including instructional and research purposes.
  • Construction, maintenance, renovation, and improvement in classroom, library, laboratory, and other instructional facilities, including purchase or rental of telecommunications technology equipment or services.
  • Academic instruction in disciplines in which Black Americans are underrepresented.
  • Purchase of library books, periodicals, microfilm, and other educational materials, including telecommunications program materials.
  • Establishing or enhancing a program of teacher education designed to qualify students to teach in a public elementary or secondary school in the State that shall include, as part of such program, preparation for teacher certification
  • Other activities, consistent with the institution's comprehensive plan and designed to increase the institution's capacity to prepare students for careers in the physical or natural sciences, mathematics, computer science or information technology or sciences, engineering, language instruction in the less-commonly taught languages or international affairs, or nursing or allied health professions.
