Tuition Waivers
Lawful Presence (Required)
Only those students verified to be lawfully present in the United States may be considered for a change in their residency status or the application of an out-of-state tuition differential waiver. Waiver applicants may be required to provide additional documentation to meet this requirement. Lawful presence may be verified in a variety of ways.
Note:
Effective the Fall 2011 semester, per BOR Policy 4.3.4, Verification of Lawful Presence, any student who cannot be verified using any of the below methods is ineligible to be classified as an in-state student or to receive an out-of-state tuition waiver.
Positive verification of lawful presence alone does not warrant an in-state classification, only consideration for in-state tuition classification. All students applying for in-state tuition classification must also meet the requirements outlined in BOR Policy 4.3.2, Classification of Students for Tuition Purposes. For noncitizens, this may include providing additional documentation to show that they are a lawful permanent resident, refugee, asylee, or other eligible noncitizen as defined by the Federal Title IV regulations as eligible for consideration for in-state tuition classification, per BOR Policy 4.3.2.3, Non-Citizens.
Documentation must be valid (unexpired) at the time of the attendance period for which the student is applying for a waiver or in-state classification. In order for lawful presence to be verified based on eligibility for federal student aid, students must be eligible for the aid during the term the student is applying for a waiver or in-state tuition classification.
- A Certified U.S. Birth Certificate showing the student was born in the U.S. or a U.S. territory. A photocopy provided by the student is not acceptable.
- A U.S. Certificate of Naturalization (USCIS form N-550 or N-570).
- A U.S. Certificate of Citizenship (USCIS form N-560 or N-561).
- A U.S. Certificate of Birth Abroad issued by the Department of State (DS-1350) or a Consular Report of Birth Abroad (FS-240).
- A current U.S. Passport.
- A current Driver’s License/ID issued by the State of Georgia after January 1, 2008. A limited term license/ID or a license/ID issued for a period of less than two years is not acceptable.
- A current military ID (service member only, not dependent). Documented using the Confirmation of Review of Military ID Worksheet – A photocopy is not acceptable.
- A current, valid Permanent Resident Card (USCIS form I-151 or I-551).
Out-of-State Tuition Differential Waivers
Albany State University may waive the out-of-state differential tuition for the following categories. Students who meet the qualifications for one of these options, complete the required forms, and submit the required supplemental documents will have the out-of-state portion of their tuition waived. They will be responsible for the remaining in-state tuition and fees.

Albany State University welcomes and supports out-of-state students. We offer a tuition differential waiver to students who live in Alabama, Florida, North Carolina, South Carolina, and Tennessee. Residents of those states are encouraged to complete the Border State Tuition Differential Waiver application.
- An independent student must provide clear and convincing evidence that he or she has established and maintained domicile in the qualifying bordering state for at least 12 consecutive months immediately preceding the first day of classes for the term the waiver is requested.
- A dependent student must provide clear and convincing evidence that his or her parent(s) or U.S. court-appointed legal guardian has established and maintained domicile in the qualifying bordering state for at least 12 consecutive months immediately preceding the first day of classes for the term the waiver is requested. In addition, the dependent student must either have graduated from high school in the eligible neighboring state or be claimed as a dependent by his or her parent or U.S. court-appointed legal guardian on their income tax return filed for the most recent tax year.
Can a dependent student who is receiving the Border State Resident waiver based on the domicile of his/her parent(s) or US court-appointed legal guardian in the bordering state, continue to receive the waiver if his/her parents move from the bordering state?
Yes, provided the student remains continuously enrolled, the student may continue to receive the waiver until completion of their degree.
Any student who applies for and meets the Border State Resident waiver requirements shall be granted the waiver.
Once a student has been determined to be eligible for the Border State Resident waiver, they are not required to reapply for the waiver provided they remain continuously enrolled. Continuously enrolled students may maintain the waiver until the completion of their undergraduate degree. Students who do not remain continuously enrolled must reapply for the waiver upon readmission to Albany State University and they must meet the qualifications at the time of readmission.
Graduate students are not eligible for the border state waiver.
Transient students are not eligible for the border state waiver.

As of the first day of classes for the term, an Economic Advantage Waiver may be granted under the following conditions:
A. Dependent Students
Dependent students providing clear and convincing evidence that the student’s parent
or U.S. court-appointed legal guardian relocated to the state of Georgia to accept
full-time, self-sustaining employment. The relocation must be for reasons other than
enrolling in an institution of higher education and appropriate steps to establish
domicile in the state must be taken. The employment upon which the relocation was
based must be held at the time the waiver is awarded.
B. Independent Students
Independent students providing clear and convincing evidence that they, or their spouse,
relocated to the state of Georgia to accept full-time, self-sustaining employment.
The relocation to the state must be for reasons other than enrolling in an institution
of higher education and appropriate steps to establish domicile in the state must
be taken. The employment upon which the relocation was based must be held at the time
the waiver is awarded.
C. U.S. refugees, asylees, and other eligible noncitizens as defined by the federal Title IV regulations may be extended the same consideration for the economic advantage waiver as citizens and lawful permanent residents of the United States.
Waiver eligibility for the above qualifying students expires twelve (12) months from the date the waiver is awarded.
A. Dependent Students
Non-citizen dependent students providing clear and convincing evidence that the student’s
parent or U.S. court-appointed legal guardian relocated to the state of Georgia to
accept full-time, self-sustaining employment and entered the state in a valid, employment-authorized
status. The relocation must be for reasons other than enrolling in an institution
of higher education and appropriate steps to establish domicile in the state must
be taken. The employment upon which the relocation was based must be held at the time
the waiver is awarded. Additionally, the non-citizen dependent student must provide
clear evidence that the parent, or U.S. court-appointed legal guardian, is taking
legally permissible steps to obtain lawful permanent resident status in the United
States.
B. Independent Students
Non-citizen independent students must provide clear and convincing evidence that they,
or their spouse, relocated to the state of Georgia to accept full-time, self-sustaining
employment and entered the state in a valid, employment authorized status. The relocation
must be for reasons other than enrolling in an institution of higher education and
appropriate steps to establish domicile in the state must be taken. The employment
upon which the relocation was based must be held at the time the waiver is awarded.
Additionally, non-citizen independent students must provide clear evidence that they,
or their spouse, are taking legally permissible steps to obtain lawful permanent resident
status in the United States.
Waiver eligibility for the above qualifying students may continue provided full-time, self-sustaining employment in Georgia and the employment-authorized status are maintained. Furthermore, there must be continued evidence of Georgia domicile and efforts to pursue an adjustment to United States lawful permanent resident status.

Eligibility for this out-of-state tuition differential waiver requires that you meet one of the qualifications listed below. All required documentation must be provided, as noted on the application.
- Full-time employees of the University System, their spouses, and their dependent children.
- Full-time employees of the public schools of Georgia or the Technical College System of Georgia (TCSG), their spouses, and their dependent children.
- Teachers employed full-time on military bases in Georgia
- Must be enrolled full-time (at least 12 credit hours in fall or spring; 6 credit hours for summer)
- Freshmen (no previous college credit) must have an SAT (critical reading and mathematics) score of 1000 or higher or ACT composite of 21 or higher and a high school GPA in academic subjects of 2.0 or better.
- During periods when test scores are optional, the applicant will have a high school GPA in the top half of the students matriculating at Albany State University or the top half of students matriculating into the program of study to which the student has applied.
Undergraduate Requirements
- Must be enrolled full-time (at least 12 credit hours in fall or spring; 6 credit hours for summer)
- Students with prior college experience must meet regular admission requirements and have a college GPA of 2.5 or better.
Graduate Requirements
- Must be enrolled in at least 6 credit hours in fall or spring; 6 credit hours in summer.
- Must have a minimum undergraduate GPA 3.0 or higher.
Undergraduate requirements
- Must be enrolled full-time (at least 12 credit hours in fall or spring; 6 credit hours for summer)
- Must have an institutional GPA of 2.5 or better.
Graduate requirements
- Must be enrolled in at least 6 credit hours in fall or spring; 6 credit hours in summer.
- Must have a minimum undergraduate GPA 3.0 or higher.
In order to retain the waiver for the following academic year, students who are currently approved for the waiver must meet these requirements.
- Undergraduate 2.5 GPA calculated on a cumulative basis at the conclusion of each academic year as specified in the respective institution’s approved procedures and using the same GPA method used to calculate Satisfactory Academic Progress (SAP).
- Graduate 3.0 GPA
- Students applying for the continuation of their waiver will follow the same deadlines listed above for the initial application.
- Awards are limited to four years (undergraduate) and two years (graduate). Continuation of waivers beyond this time limit will be considered based on the availability of waivers in the academic year of application.
Waivers are granted on an academic year basis (fall, spring, and summer) and students must reapply for the waiver each year of enrollment. If a student receives a waiver after the fall term, the waiver is only effective for the remainder of the academic year (ending in the summer semester).
When the waivers are applied in Banner, they are applied with an end term of the summer semester of the current academic year. The requirements shall be checked at the time of the review of the renewal application.
Students placed on waiver probation shall have their renewal set to expire after two semesters. Their eligibility to continue for the remainder of the academic year shall be reviewed at the end of the second semester.
The removal occurs automatically using the expiration term in Banner.
- Must be enrolled full-time (at least 12 credit hours in fall or spring; 6 credit hours for summer)
- Students must meet the regular admissions requirements for entry into Albany State University.

In-State Tuition and Fee Waivers
Albany State University may waive the in-state tuition and fees for the following categories. Students who meet the qualifications for one of these options, complete the required forms, and submit the required supplemental documents will have their in-state tuition and fees waived: Amendment 23 and Tuition Assistance Program (TAP).

Persons aged 62 or over are eligible to apply for the Amendment 23 waiver, which enables qualified students to enroll as a regular or auditing student in courses offered for resident credit on a space available basis without payment of fees, except for supplies, laboratory, or shop fees.
- Students must be residents of Georgia, be 62 years of age or older at the time of registration, and present a birth certificate or other comparable written documentation of age to enable the institution to determine eligibility.
- Students must meet all system and institution undergraduate or graduate school admission requirements and follow the same program as other degree-seeking students.
- The application and certification must be completed each semester five days prior to the date of registration for the referenced semester.
The Tuition Assistance Program (TAP) is provided to eligible employees of Albany State University to cover the tuition and fees for up to 9 academic semester credit hours for the fall, spring, and summer semesters. Residency Reclassification for In-State Tuition

Albany State University follows the University System of Georgia’s policy when classifying students for tuition charges based on the information provided on the Application for Admission.
If a student believes they were classified as out-of-state because they answered the classification questions incorrectly on their admissions application, they should complete an Application Correction Form.
If the student was originally classified as out-of-state based on their correct answers on their admissions application, or their status has changed since initial application, they should complete the Petition for Classification of Students for Tuition Purposes. A student petitioning to change their tuition classification should consider the following before starting the process.
- The student must have proof that they have established a primary domicile or a permanent Georgia home at least twelve consecutive months immediately preceding the beginning of classes for the term. The residency status of a dependent student is tied to the status of the parent(s), or in the case of divorce, the tax-dependent or majority support parent, so the parents must show proof of domicile.
- Because the college is supported by the State of Georgia, students or parents of dependent students should provide documentation showing payment of Georgia state income tax to provide evidence for supporting the higher educational system of Georgia. Owning property only provides one piece of evidence and cannot be used as the sole factor in determining a student’s classification for tuition.
- Students should also be able to include copies of any other documents with their petition that show their intent to be a Georgia resident, such as a Georgia driver’s license, car or voter registration, home ownership, full-time employment records, etc.
- The student must provide evidence that they moved to Georgia for a reason other than attending college or a vocational training program.
Students under the age of 24 should submit documentation related to the domicile of their parent(s) or U.S. court-appointed legal guardian, in addition to documentation related to their own domicile.
